Guidelines for New Service Connection




1) User Registration

Applicant / User has to register himself / herself through a simple self registration process by giving Name, user ID (of his/her choice in case of Industrial consumer only), Mobile No (The mobile no is used as the user id for other that Industrial consumers) and email ID.


2) Log-in and Onward Process

Applicant / User needs to log in the system with user ID and password. After successful login, applicant may change his / her password. In the application page, applicant needs to select the area/district where he/she belongs. After selection, the list of the Customer Care Centre will be displayed from where user needs to select the right Customer Care centre. User is requested to click on the link provided here as tips.

3) Application form submission

Applicant / User needs to fill up all the details provided in the application page and submit the same.


Tips
Customer Care Centre (CCC):
User can check nearby locality and get their Customer Care Centre. User's Customer Care Centre might be same as them. For more information, User can contact Toll Free Numbers (available in website).
Rural / Urban
Generally locality covered under Municipality / Corporation, are considered as Urban area.

Applicant can upload below document along with a passport size photo of applicant:

A. Passport / Voter ID / Telephone Bill

B. Land ownership document (Property Paper / Purchase Deed / Tenancy Deed / Tax Receipt of Panchayet / Municipality etc.


On submission of application (on-line), instant Provisional quotation for service connection & Security Deposit will be generated from system for the intending consumer having application no. (10 digit) and he/she may download the quotation letter.


The Quotation amount may be paid through e-payment gateway in net-banking/debit/credit card mode in the WBSEDCL Web portal/Mobile APP and may download the payment receipt or alternatively applicant may deposit payment at concerned Customer Care Centre.



Technical feasibility

After deposition of Quotation amount, authorized representative of WBSEDCL will inspect the premises within 3 days from date of deposition of quotation amount to ascertain:


1) Whether any connection already exists (live / disconnected)?
If exists, then:
     i) is the particular premises (new one) is physically separate from the existing premises (old one) along with electrical wiring?
     ii) is there any O.S.D. against the old connection?


2) Whether the existing system capable to deliver the demand loads?
3) Whether any maintenance jobs require to be done on the existing system?
4)Whether there is any Way Leave problem?
5) Whether the Intending Consumer has completed his portion of work i.e. : Readiness of premises, Installation of Main Switch, Installation of earthing, Completed the wiring etc.

In case the applicant unable to submit the required documents online during application , the same will be collected during inspection.



If any deviation is found, it will be intimated in due course.



Effecting Service Connection

On completion of statutory formalities by the prospective consumer , WBSEDCL will execute the service connection work within 7 days.







Application Form (Procedure A) may be collected from concerned Customer Care Center of WBSEDCL @ Rs 5 only.
OR
Application Form (Procedure A ) may be downloaded from WBSEDCL website (www.wbsedcl.in), at free of cost.



On collection, the said form is to be submitted duly filled in along with the following documents to concerned Customer Care Center:


     i) One passport size photograph
     ii) Bonafide occupation /Ownership document of the proposed premises viz Passport/Voter ID/Rent Bill/Telephone Bill /Tax Receipt of Panchayet/Municipality etc.

All the documents will be verified by the concerned Customer Care Center and a Quotation for Service Connection Charge and Security Deposit will be issued.


The Service Connection Charge and Security Deposit shall have to be deposited at concerned Customer Care Center during cash hours within 90 days from the date of issuance of quotation.
OR
Consumer can also deposit that service connection charge and security deposit online using website/Mobile App of WBSEDCL

Requirement of Earnest Money Deposit (EMD) amount for new connection with the jurisdiction of power connection depending upon the Contract Demand is appended below:

Tips
Region Office (R.O) :
User can check nearby locality and get their Region Office in case of Contract Demand (C.D) 50 KVA and upto less than 1500 KVA. For Contract Demand 1500 KVA & above application is to be made before Central Commercial Department only. For more information, user can contact toll Free Numbers (available in website).

Applicant can upload below document along with a passport size photo of applicant:

A. Passport / Voter ID / Telephone Bill

B. Land ownership document (Property Paper / Purchase Deed / Tenancy Deed / Tax Receipt of Panchayet / Municipality etc.


On submission of application (on-line), instant quotation for EMD will be generated from system for the intending consumer having Application No. and he/she may download the quotation letter.


The Quotation amount (EMD) may be paid through e-payment gateway using net-banking/debit/credit card mode at WBSEDCL Web portal and may download the payment receipt or alternatively applicant may deposit payment at concerned Region Office / Central Commercial Department, as the case would be depending upon the Contractual Demand (CD).





Application Form may be collected by the intending consumer with a written request to the Region Office for a Contract Demand (C.D) = 50 KVA & above but <1500 KVA.
OR
However for C.D = 1500 KVA and above, application form is to be collected from Central Commercial Department. The concerned office will issue the Application Form at Free of Cost.


On collection, the said form may be filled up and submit with all following documents to concerned office:
     i) One passport size photograph
     ii) Passport/Voter ID/Telephone Bill
     iii) Pollution certificate [Consent to Establish (at least)/ operate]
     iv) Valid for Govt. Sponsored scheme
     v) Land ownership document (Property Paper / Purchase Deed / Tenancy Deed / Tax Receipt of Panchayet /Municipality).


All the documents will be verified by the concerned office i.e. the Regional Manager office or Central Commercial Department Office and an acknowledgement of receipt will be issued by the concerned office. Subsequently, quotation for Earnest Money will be issued to the Intending Consumer


The Amount of Earnest Money shall have to be deposited during cash hours within 15 days from the date of issuance of quotation against Quotation issued.





Within 3 days of receipt of above document , an Inspection will be conducted by the Commercial Officer of Region / Central Commercial Department for Techno-Commercial Feasibility study and also will enquire:


1) Whether any connection already exists (live / disconnected)? If exists, then he/she will enquire:
     i) is the particular premises (new one) is physically separated from the existing premises (old one) along with electrical wiring?
     ii) is there any outstanding dues against the old connection?

2) Whether the existing system is capable to deliver the load demand?
3) Whether the Intending Consumer has completed his portion of work for readiness of premises.

In case the applicant unable to submit the required documents online during application , the same will be collected during Inspection.


During the inspection, if above stated conditions have found to be satisfied well, a Quotation for Service Connection and Security Deposit will be issued within 15 days from date of Inspection.


The Service Connection Charge & Security Deposit can be deposited in form of cash at our concerned office (RO/Central commerce dept.) during cash hours within or through RTGS/NEFT to designated Bank account of WBSEDCL. Security deposit can also be submitted in the form of Bank Guarantee to concerned office. However the quotation amount can only be deposited within 90 days from the date of issuance of quotation.


An Agreement is to be executed as per the Standard Format.


After completion of new installation / augmentation job related to the Bulk connection, the completion report will be submitted by the agency to the concern Division office which will in turn be communicated to Region / Central Commercial Office. The Division Office will simultaneously arrange to place proposal before Electrical Inspector for their approval against WBSEDCL portion of installation.


     i) In case of C.D < or = 125 KVA, connection will then be effected from concern Region office without the E.I approval
     ii) In case of C.D > 125 KVA, on receipt of E.I approval from the intending consumer (for Consumer’s installation), Commercial Clearance will be issued from concerned Region / Central Commercial Department.

On completion of statutory formalities by the prospective consumer , WBSEDCL will execute the service connection work within 7 days.


If needed, after deposition of Earnest money quotation, the intending bulk consumer may approach to concern Customer Care Center with the consent letter from concern Region / Central Commercial office for Construction Power separately, observing all necessary formalities as applicable for intending industrial consumer.

3) Application form submission

Applicant/User needs to fill up all the details provided in the application page and submit the same. Application need to be submitted at least 2 days before the starting date of connection.







Application Form may be collected from concerned Customer Care Center of WBSEDCL.

On collection, the said form is to be submitted, at least 2 days before the starting date of connection, duly filled in along with the documents mentioned in the application form.




Authorized representative of WBSEDCL will inspect the premises to ascertain:


1) Whether any connection already exists (live / disconnected)? If exists, then:
     i) is the particular premises (new one) is physically separate from the existing premises (old one) along with electrical wiring?
     ii) is there any O.S.D. against the old connection?


2) Whether the existing system capable to deliver the demand loads?
3) Whether any maintenance jobs require to be done on the existing system?
4) Whether there is any Way Leave problem?
5) Whether the Intending Consumer has completed his portion of work i.e.: Readiness of premises, Installation of Main Switch, Installation of earthing, Completed the wiring etc.

Documents mentioned in the Application Form will be collected from applicant by authorized representative of WBSEDCL during Inspection.



After duly filled Application Form submission by applicant & satisfactory inspection by WBSEDCL officials, a Quotation for Service Connection and Security Deposit will be issued.



The Service Connection Charge and Security Deposit shall have to be deposited at concerned Customer Care Center during cash hours within 90 days from the date of issuance of quotation.

OR

Consumer can also deposit that service connection charge and security deposit online using website of WBSEDCL or user can pay the quotation via online RTGS/NEFT.



After deposition of Service Connection Charge and Security Deposit, observations at the premises about its readiness & clear status, connection will be effected as per consumer's application.




Application Form ( Procedure B ) may be collected from concerned Customer Care Center of WBSEDCL @ Rs 5 only.
Or
Application Form ( Procedure B ) may be downloaded from WBSEDCL website, (www.wbsedcl.in) at free of cost.


On collection/downloading , the said form may be filled up and may be submitted along with following documents to concerned Customer Care Center:

     i) One passport size photograph
     ii) Passport/Voter ID/Telephone Bill
     iii) In-principle clearances for establishment from the Pollution Control Board concerned where residential/residential-cum commercial premises of more than 100 flats and /or 60000sqft Floor area.
     iv) Land ownership document (Property Paper/Purchase Deed/Tenancy Deed/ Tax Receipt of Panchayet/Municipality etc.
     v) Self certification of installation of capacitor at incoming side of service connection but after the meter in relation to the common service part having contract demand of 10 KVA or above.
     vi) The detail list of electrical equipments with number and corresponding wattages as per following table :

Application is to be received from old habitats opting notional suspension/disconnection as the case may be. After realizing the final bill(s) / outstanding Dues (if any) of the existing Connection (s) dismantling is to be done i.r.o the disconnected service connection(s).When the premises is free from all obligation including matter related to service connection then the procedure can start for new service connection(s) in line with Procedure B.


All the documents will be verified by the concerned Customer Care Center and a receipt cum Quotation for Earnest Money will be issued .The requisite Earnest Money as follows-


     i) Having both Domestic and Commercial load with       ------- Rs 1000/-
Contract Demand of 10 KVA and /or above

     ii) Commercial load with contract demand of 10 KVA       ------- Rs 1000/-
     and/or above Other than (i) & (ii)           ------- Rs 200/-


The Amount of Earnest Money shall have to be deposited at concerned Customer Care Center during cash hours within 15 days from the date of issuance of quotation.


After deposition of Earnest Money, authorized representative of WBSEDCL will inspect premises to ascertain:


1) Whether any connection already exists (live / disconnected)?
If exists, then:

     i) Is the particular premises (new one) is physically separate from the existing (old one)?
     ii) is there any O.S.D. against the old connection?

2) Whether the existing system capable to deliver the demand loads?
3) Whether the maintenance jobs require to be done on the existing system?
4) Whether the Intending Consumer has completed /started his portion of work i.e.: readiness of premises etc.

If any deviation is found, it will be intimated in due course with provision of execution in Turnkey mode, if required.


If above mentioned conditions are satisfied a Quotation for Service Connection and Security Deposit will be issued. In case of non-availability of material, required for such infrastructure, in order to expedite the connection in line with the time frame laid down by the regulation, WBSEDCL shall initiate an offer of completing the infrastructure work on TURNKEY basis by the developer of the complex as per terms and conditions as laid down in the said offer. Such offer of TURNKEY shall be issued along with the Quotation. In case of Turnkey execution, both Supply & Material and engagement of Agency shall have to conform to WBSEDCL guideline.


It has to be provided by the Developer the common space with properly illuminated and properly ventilated which should be free from any hindrances for installing the required meter(s).


The amount of Service Connection Charge & Security Deposit shall have to be deposited at concerned Customer Care Center during cash hours within 90 days from the date of issuance of quotation.


After deposition of the amount of Service Connection Charge & Security Deposit the connection will be effected as follows:

     i) The required common connection for the Residential/Commercial Complex
     ii) For individual service connection, the occupier or owner of each dwelling units or commercial units of the said complex shall have to apply as intending consumers of the dwelling unit/commercial unit in accordance with WBSEDCL PROCEDURES-A
